In 1996, the Labour Court recommended a six-month job-sharing trial at an agreed FBD Insurance local office, following a claim by the Manufacturing, Science, Finance union. The Court said the pilot should be reviewed objectively at the end of the trial, with either side able to return to the previous arrangements if dissatisfied. The union sought a pilot that could be extended across the branch network. FBD Insurance argued that local offices needed full-time attendance and continuity for customer service, and that job sharing could disrupt operations and add costs. The recommendation was signed on 5 September 1996.
