The Labour Court recommended that Donegal Parian China recognise the Services Industrial Professional Technical Union and accept its right to represent union members. The recommendation was signed on 28 September 1994. The union said 45 employees had joined and sought a meeting with the company about pay and working conditions. Donegal Parian China did not reply to the union's letters, declined a conciliation invitation and told the Court it would not attend the hearing.
