In 1993, the Labour Court recommended changes to casual staff selection and allocation after a dispute between the Association Of Irish Racecourses and the Services Industrial Professional Technical Union. The recommendation was dated 14 September 1993. The dispute followed an investigation into alleged fraud at Leopardstown Racecourse. Racecourses decided to return to selecting and allocating staff directly, prompting union objections and industrial action. The Court recommended that Dublin metropolitan track managers select staff from the current union list, with provisions for list changes and appeals. At other tracks, local managers would control recruitment and allocation, with a pool of 15 staff selected through open competition. It also recommended a six-month review and no victimisation over involvement in the dispute.
