In 1991, the Labour Court did not recommend that Irish Rail (Permanent Way Section) concede a union claim to make two temporary workers permanent. The recommendation was signed on 4 October 1991. The National Bus And Rail Union said the workers had been employed regularly since 1988 and that breaks in their service had been arranged to avoid permanent appointments. The company said the Carlow Division was fully staffed and had no regular vacancies. The Court said the issue was better addressed in centralised negotiations, which were under way.
