In 1991, the Labour Court recommended that Teagasc and the Services Industrial Professional Technical Union jointly assess disputed posts and place workers according to the results. The recommendation was signed on 8 October 1991. The Court also recommended that the grading structure include an appeals procedure, with the parties agreeing how it would work. It offered to assist if they could not agree. The dispute concerned how certain workers would be fitted into a grading structure proposed in an Institute of Public Administration report.
