In 1991, the Labour Court recommended a staged implementation of the first and second phases of the Programme for Economic and Social Progress at G.H. Lett And Company. The recommendation was signed on 2 October 1991. The Services Industrial Professional Technical Union sought implementation from 1 January 1991 and immediate payment of arrears. The company cited cash-flow problems, losses and pressure from its bankers to cut costs. The Court recommended the first phase from 1 July 1991, full payment of arrears before 31 December 1991, and the second phase from 1 January 1992. It also recommended that the parties discuss proposals to address the company's financial situation and complete those discussions within one month.
