In 1991, the Labour Court recommended that Clondra Industries apply the first phase of the Programme for Economic and Social Progress pay arrangement from 1 April, while declining to recommend the union's pay increase claim. It also recommended two extra leave days in each of the first two programme years and one in the third. Clondra Industries and the Services Industrial Professional Technical Union had agreed on increased shift pay and a 39-hour week. The Court regarded existing standard overtime rates as appropriate and recommended double time for hours worked before 8 a.m. in other jobs, subject to mutual agreement on earlier starts; two jobs had a customary 7 a.m. start. The recommendation was signed on 12 July 1991.
