In 1991, the Labour Court recommended that Irish Rail and National Bus And Rail Union negotiate a claim for a five-day week for rail operative grades, taking account of all affected grades. The recommendation was signed on 28 June 1991. The union sought a five-day week rostered over six days, with Sunday as a rest day. Irish Rail said it was prepared to negotiate on that basis if all grades agreed and there was no extra cost. The Court noted the claim covered all operative grades, although the claimants represented 11% of those grades.
