The Labour Court recommended that Bord Na Gcon implement the I.P.C. report on executive staff roles and pay without further delay, if the Irish Transport And General Workers' Union agreed to changes needed for full computerisation. The Court also recommended that the parties negotiate the question of retrospection. The recommendation was signed on 14 September 1989.
