In 1989, the Labour Court said changes sought by Irish Cement to maintenance work practices were not unreasonable. It recommended that Irish Cement and the Irish Transport and General Workers Union and Amalgamated Transport and General Workers Union implement them through negotiations by 1 December. The recommendation was signed on 26 June 1989. The company proposed reducing maintenance general operatives from 47 to 26 and integrating the workforce. The unions opposed further cuts to craftsmen's helpers, citing an existing arrangement and workers' flexibility.
