The Labour Court recommended that the National Agreement take effect at Ilp Packaging Limited from 1 July 1988. It did not recommend conceding the Irish Transport And General Workers' Union’s other claims for 15 general operatives, which included improved conditions. The recommendation was signed on 23 November 1988. The union said the company had committed to a favourable replacement agreement from July 1988; the company denied this. The Court was not satisfied that the parties had agreed to delay the National Agreement.
