In 1988, the Labour Court recommended changes to Dublin Bus's viability plan for expanding one-person operation, including added protections for staff who remained on two-person duties. The plan, as amended, was to go to ballot, with proposed changes postponed to allow voting. The recommendation was signed on 2 June 1988. Irish Transport and General Workers' Union opposed replacing existing staff protections with a 75% formula and proposed dual-purpose working. Federated Workers' Union of Ireland sought stronger safeguards for staff who stayed on two-person duties. Dublin Bus said rationalisation was needed to reduce losses and improve efficiency.
