In 1988, the Labour Court did not recommend the Irish Transport And General Workers' Union's claim for permanent appointments to attendant vacancies at the General Hospital, Mullingar. The recommendation was signed on 31 May 1988. The union said existing posts were being filled temporarily and workers had a legitimate expectation of permanent employment. Midland Health Board cited constraints on permanent appointments and the need for temporary cover during leave and job sharing. The Court considered that the Board had not acted unreasonably and noted the issue was due for discussion at the Monitoring Committee.
