In 1988, the Labour Court recommended that Carlow Urban District Council concede the Federated Workers Union Of Ireland’s claim against a proposed three-day working week. The recommendation was signed on 31 March 1988. The Court said the short-time proposal could be treated as constructive redundancy and might breach national policy and a Department of the Environment circular. It recommended conceding the union’s claim despite the Council’s financial difficulties.
