In 1987, the Labour Court recommended conceding a union claim for higher salary scales for training instructors employed by Midland Health Board and North Western Health Board. The recommendation was signed on 17 December 1987 and said the claim should be implemented under the 1987 public service pay agreement. The Local Government and Public Services Union argued that instructors' work was more like that of AnCO staff than craftsmen. The Health Boards argued that AnCO instructors carried greater responsibility and that the instructors' role was closer to supervision.
