The Workplace Relations Commission (WRC) has declined to investigate Aisling Kavanagh’s discrimination complaint against landlord Margaret Duggan concerning Housing Assistance Payment (HAP). The decision, dated 1 May 2025, found that Kavanagh filed her complaint before a month had elapsed after notifying Duggan, and Duggan had not replied. Kavanagh alleged that Duggan verbally refused HAP and did not respond to paperwork she later sent. Duggan denied refusing HAP and said she completed the form for Waterford County Council, which returned it because Kavanagh had not completed her section. The WRC did not decide whether discrimination occurred.
