HSE protected-disclosure complaint by Angela Raftis ruled out of time

A WRC adjudication officer found Angela Raftis’s protected-disclosure penalisation complaint against the Health Service Executive (HSE) was out of time. The decision was dated 7 February 2024. Raftis alleged that the HSE mishandled two protected disclosures and failed to communicate about their investigations. The HSE argued that the complaint was lodged outside the statutory time limit. The adjudicator said Raftis had legal advice and was aware of the deadlines, and found no reasonable cause to extend the time limit. The merits were not decided.
