Cornelius O'Donoghue complained that Clare County Council discriminated against him on Traveller, race and disability grounds, harassed him and failed to provide reasonable accommodation after replacing blocks at the entrance to Council land where he had moved his home. The Council said the land was occupied without authorisation and it replaced the blocks to prevent further unauthorised access. The WRC found the dispute did not concern a service or accommodation covered by the Equal Status Act and dismissed the complaints as frivolous. No award was recorded.
