The Workplace Relations Commission found landlord John Connolly discriminated against tenant Ciaran Tully by refusing to complete the landlord section of a Housing Assistance Payment (HAP) application. In a decision dated 18 September 2024, the WRC ordered Connolly to pay €1,090 in compensation, equivalent to nine weeks’ rent.
Tully said Connolly’s refusal prevented the council from considering his application. Connolly said he wanted to see the completed form before signing. The adjudicator found he could have completed and returned the landlord section separately, without seeing the tenant’s section, and that his refusal denied Tully the chance to have the application assessed. The adjudicator also took into account that Tully did not resubmit the form after being invited to do so when setting compensation.
