Residents win High Court challenge over Carman's Hall hostel

This report is a localnews.ie summary based on public court reporting and records; sources are listed below.

Residents won a High Court challenge over Carman's Hall hostel use, reported on 11 October 2017. The court found Dublin City Council had breached its development plan by failing to consider whether the change of use would create an undue concentration of homeless facilities in the Liberties.

The ruling did not require the immediate closure of the 51-bed hostel, run by the Simon Community and the Salvation Army. Mr Justice Donald Binchy adjourned the matter until 8 November for submissions on the orders to be made. He said the council had stated it would consult residents before extending the hostel's use beyond the winter.
