John, Michael and William Connors were granted permission by the High Court to challenge Wicklow County Council’s alleged failure to proceed with three Traveller-specific houses, reported on 8 July 2019.
The families are living beside the Ballinteskin halting site outside Wicklow town, where the proposed homes had been included in the council’s accommodation programme. The challenge concerns an April 12 decision reportedly based on a 1996 agreement not to expand the halting site.
Mr Justice Charles Meenan granted leave following an application represented on one side only. The case could return to court later that month.
This report covers an earlier stage of the case. Later developments are not reported here.
