This report is a localnews.ie summary based on public court reporting and records; sources are listed below.

Emmanuel Foley and Jeanette Afi Aboni brought a High Court action against Dublin City Council over its reduced Housing Assistance Payment (HAP) contribution, reported on 18 June 2024. The family says the council stopped paying €300 a month for a parking space and €85 in service charges included in the lease, leaving them concerned about eviction.

The applicants seek an order quashing the council’s decision to cap its HAP payment at €1,644 a month, as well as orders requiring it to pay the full amount. Ms Justice Niamh Hyland granted them permission to bring the action on an ex-parte basis, and the matter was due back before the court the following month.
