Dublin City Council won an order lifting the stay on its Francis Street emergency hostel at the High Court, reported on 16 December 2016. The 65-bed Carman’s Hall facility can open while residents’ legal challenge to its use as a hostel continues.

Mr Justice Seamus Noonan said the balance of justice favoured lifting the stay, taking account of residents’ concerns and the needs of vulnerable people during winter. The full challenge was listed for 18 January, but the ruling did not decide the merits of the planning dispute.
