Carman's Hall group wins challenge to homeless hostel plan

This report is a localnews.ie summary based on public court reporting and records; sources are listed below.

Carman's Hall Community Interest Group won a High Court challenge to Dublin City Council's homeless accommodation decision on 11 October 2017. The case concerned the proposed conversion of the former St Nicholas of Myra Parish Centre at Carman's Hall, Dublin 8, into accommodation for people experiencing homelessness. Mr Justice Binchy held that the council's decision contravened objectives in the Dublin City Development Plan 2016–2022. The court said proper consideration had not been given to concerns about concentrating homeless facilities in one area and the effect on the local community and economy. The judgment recorded that the court would consult the parties before making the relevant order, given the interests of the council and vulnerable people.
