The Labour Court recommended filling five of Tusla Child And Family Agency’s 10 Early Years Inspector posts from existing panels and five through competition under new eligibility criteria. Its recommendation was dated 19 December 2017. The dispute followed Tusla’s proposal to open eligibility to candidates with a level 8 QQI qualification. The Irish Nurses And Midwives Organisation, representing the affected Public Health Nurses, sought to exhaust existing panels first and reserve half of future competitions for that grade. The Court recommended that, if people remained on the panels in a later competition, three further posts should be filled from them before the panels closed. It also recommended considering an end date for panels and moving all Early Years Inspectors to a 37-hour week as soon as possible.
