The Labour Court recommended against reintroducing cheque-cashing time for outdoor workers at Dun Laoghaire Rathdown County Council, rejecting the claim by SIPTU / IMPACT / TEEU. The unions argued that half of the hour removed from January 2012 was a productivity concession agreed in 1999. The Council said the removal was a cost-saving measure under the Public Sector Agreement 2010–2014. The Court considered the 1999 agreement clear that the full hour was for cheque-cashing time, which was no longer relevant after cheques ceased to be the payment method. The hearing took place on 13 August 2013, and the recommendation was signed on 19 September 2013.
