The Labour Court recommended that An Post and the Civil Public Service Union resume talks on four workplace issues, in a recommendation signed on 1 November 2010. The issues were flexi-time, frontline supervision, staffing levels and headcount, and voluntary severance and temporary staff. The Court recommended a new flexi-time agreement allowing flexibility for family and parental responsibilities, further talks on the supervisory grade, and that the union accept the 100 BSI staffing standard as a basis for discussion. It also recommended permanent appointments for temporary and fixed-term staff on terms previously offered to another union and that An Post’s voluntary severance proposals be accepted, subject to that change. Further negotiations were to begin as soon as practicable and finish within a month; unresolved matters could return to the Court.
