The Labour Court recommended permanent contracts for Teagasc REPS planners who qualified for contracts of indefinite duration based on their service. Teagasc said the public-service recruitment moratorium prevented renewal of the contracts; the Services Industrial Professional Technical Union and the Irish Municipal, Public and Civil Trade Union argued that the scheme was self-financing and its services remained needed. The Court referred to earlier recommendations and fixed-term work protections before issuing its recommendation on 22 June 2009.
