The Labour Court recommended that Offaly County Council suppress an Executive Technician post to make way for a new Assistant Scientist post under the public service recruitment embargo. Its recommendation was signed on 22 April 2008. The Irish Municipal, Public and Civil Trade Union argued the new role was not a technical grade and that cuts to technical posts would reduce promotion opportunities. The council said it had to suppress an existing post to comply with the embargo. The Court said suppressing an Executive Technician post was reasonable given staffing needs and recommended that both sides make every effort to improve promotion opportunities at technician level.
