The Labour Court recommended that nurses whose promotion could leave them with a lost allowance or little or no salary increase receive a personal-to-holder rate. It should be at least equivalent to normal promotion practice, including at least one increment on an improved pay scale. The recommendation was dated 30 January 2006. The dispute involved Health Service Executive Employers and four unions: the Irish Nurses Organisation, Services Industrial Professional Technical Union, Irish Municipal Public and Civil Trade Union, and Psychiatric Nurses Association. The unions sought location and specialist qualification allowances for Clinical Nurse Manager 3 and non-Band 1 Assistant Directors of Nursing.
