In 1999, the Labour Court recommended safety assessments, audits and accommodation measures at an Eastern Health Board asylum seekers unit, and increasing permanent community welfare officer posts from 10 to 15. The recommendation was signed on 9 December 1999. The dispute concerned conditions at the Mount Street unit. The Irish Municipal, Public and Civil Trade Union Services Industrial Professional Technical Union sought safer conditions, more accommodation and permanent staffing. The Board said it had offered additional space, outreach clinics and 10 permanent posts. The Court also recommended an independent risk assessment, audits of outreach clinics and a working group to oversee agreed elements of the Lynott Report.
