In 1995, the Labour Court recommended raising the sleepover allowance for housemothers at the Rehabilitation Institute to £15, but did not recommend conceding the Services Industrial Professional Technical Union’s claim for a basic-pay increase. The recommendation was signed on 20 January 1995. The union sought higher basic pay and premium payments. The Institute said the national pay programmes ruled out further basic-pay adjustments and argued the housemothers did not provide care services. The Court recommended that the union accept the revised allowance offer in settlement of that part of the claim. It said a basic-pay increase would conflict with the Programme for Competitiveness and Work and the Programme for Economic and Social Progress.
