In 1994, the Labour Court rejected a claim by the Services Industrial Professional Technical Union to move Industrial Needle Trade Skills Unit Supervisors at the Rehabilitation Institute from the B scale to the A scale. The recommendation was signed on 23 December 1994. The union argued that the work was comparable to that of A-scale supervisors. The Court said the A-scale qualifications were clearly set out and granting the claim would require redefining the criteria, making it cost-increasing. It said greater transparency in circulating grades might improve perceptions of fairness.
