In 1994, the Labour Court recommended that Fas implement its Daily Canteen-Perishable Goods Procedure immediately and standardise it at each training centre. The procedure was to be monitored for two months, with difficulties rectified. The recommendation was signed on 21 February 1994. The dispute arose over who should handle receipt of canteen supplies. The Services Industrial Professional Technical Union said the procedure added responsibilities and that delivery timing and docket handling remained problematic. The company said the tasks were simple and part of existing duties. The Court said review of the stores grade should be dealt with separately and should not delay implementation.
