In 1992, the Labour Court recommended that the Services Industrial Professional Technical Union accept Coillte Ltd.'s mobility allowance offer for forest workers, with the qualifying distance reduced from nine miles to eight. The recommendation was signed on 3 April 1992. The offer provided a daily £6.50 allowance, including the eating-on-site allowance, for workers whose sites were beyond the qualifying distance, subject to a 20-mile limit. The union sought an allowance from five miles and argued the proposal did not adequately account for travel distance and vehicle costs. Coillte said it could not afford to increase its offer, which it projected would cost £450,000 in 1992.
