In 1991, the Labour Court recommended that Professional Contract Cleaners Limited and Services Industrial Professional Technical Union discuss giving displaced workers consideration for future contracts or vacancies. The recommendation was signed on 2 September 1991. The dispute arose after the company took over a Department of the Marine cleaning contract. Fourteen workers were displaced; the company employed seven and offered six others work at the site. The Court considered the staffing ratio reasonable, noting that all but one of the replacement employees had previously worked for the company and remained on its books.
