In 1990, the Labour Court found University College Dublin breached its agreement with the Irish Federation Of University Teachers by refusing to refer an academic staff disturbance-pay issue to a Rights Commissioner. The recommendation was signed on 23 November 1990. The union said the agreement allowed the referral and pointed to similar cases the College had accepted. The College argued the claim belonged in the Labour Court procedure. Finding no relevant difference from the earlier cases, the Court recommended that the College agree to the referral. The underlying disturbance-pay claim was not decided.
