In 1986, the Labour Court recommended that the Post Office Officials Association accept that Telecom Eireann was taking appropriate steps to address complaints about working conditions at Hely Buildings, Central Telephone Exchange, Dublin. The recommendation was signed on 13 November 1986. The Association had raised ventilation and maintenance concerns after an inspection by Dublin Corporation's Environmental Health Officer identified defects. Telecom Eireann told the Court that most defects had been rectified and that a new ventilation system for the switch rooms was being designed. The Court noted that the complaints were being attended to and recommended acceptance of the steps being taken.
