The WRC recommended that a clinical nurse manager’s promotion to CNM 3 take effect from 1 January 2022, with the higher-grade salary paid retrospectively. It also recommended ending her red-circled break allowance at the end of 2025 and rostering her for breaks from 1 January 2026. Adjudication Officer Catherine Byrne dated the recommendation 12 November 2025.
The hospital had agreed to upgrade the worker to CNM 3, with salary backdated to January 2023. The INMO sought backdating to December 2019, when it first raised the claim. The officer said responsibility for delays was shared, noting the pandemic, development of a new hospital, staffing review and organisational changes. The hospital is now part of the HSE.
The officer recommended January 2022 as the effective date, rather than the date sought by the INMO. On the allowance, she said the worker’s former CNM 2 terms no longer applied in her new role and that management could devise a roster with two breaks during her night shifts. The recommendation therefore paired retrospective CNM 3 salary with a change to the worker’s break arrangements.
