The WRC found Catalin Valentin Deacu’s road transport working-time complaint against Donnelly Engineering Services Limited, trading as Deco, was not well founded. The decision was dated 6 March 2025. Deacu said he worked on a Paris project and was not paid overtime or annual leave. The company said he was a Romanian-based subcontractor paid €28 per verified hour. The adjudicator accepted the company’s evidence that Deacu was not an employee or mobile worker, but worked under a contract for services. The complaint therefore failed.
