WRC makes no recommendation in water caretaker promotion dispute

The WRC made no recommendation in favour of a water caretaker who said he had topped a promotion panel but was not appointed. In a recommendation dated 2 April 2025, it found no vacancy to which he was entitled to be appointed. The worker sought appointment to a current vacancy and compensation for lost earnings. The local authority said no permanent vacancy arose during the panel’s two-year term, which ended in January 2024. It said a 2022 acting post was filled under policy and later vacancies were affected by a framework agreement on water services. The adjudicator found that policy allowed the 2022 acting post to be filled from within the municipal area and that other vacancies were linked to the framework agreement. The WRC found the authority had not breached an agreement or policy.
