The Workplace Relations Commission found that Artur Muizininks had not established a case of discrimination over Housing Assistance Payment paperwork. The decision, dated 10 June 2024, concerned his complaint against landlord Claire O’Meara under the Equal Status Acts.
Muizininks said O’Meara refused to complete HAP documents after he told her he had been approved for the support. He said he continued paying full rent despite financial hardship. O’Meara disputed the complaint, saying it was late and that he had not provided proof of approval or a council contact.
The alleged refusal occurred in December 2022, outside the period the WRC could consider. It found that correspondence in August 2023 fell within the relevant period but disclosed no breach of the Act. The adjudicator concluded that Muizininks had not established sufficient initial evidence of a breach within the statutory time limits, and found the complaint not well-founded.
