Private developers invited to partner with Dublin City Council for housing delivery

Dublin City Council are seeking partnerships with developers and landowners to deliver residential developments across the city.
As part of a plan to deliver large-scale mixed-tenure housing, Dublin City Council has today published a tender seeking Partnership Development Opportunities through Development Agreements with developers and landowners. The call invites third parties to submit proposals for the delivery of a minimum of social housing units per development.
Ideally, DCC states this will include a mix of tenures, such as cost rental, affordable purchase and private housing. Lord Mayor Councillor Ray McAdam said “future success of Dublin depends on our ability to deliver high quality homes” and that this is a way of ramping up scale.
“ Dublin City Council is already progressing more than 100 housing projects with the potential to deliver approximately 12,000 new social and affordable homes on Council owned lands, but we need to go further and faster,” he said.
“This new partnership approach is an important step towards accelerating housing delivery across Dublin by working with developers and landowners to create sustainable mixed tenure communities with the social, affordable, cost rental and private homes our city urgently needs. Creating an active city, a living city and an engaged city depends on ensuring Dublin remains a place where people can continue to build their lives and futures.”
Initial Lot 1 proposals will be for sites with planning permission and will include, where required, community or cultural facilities in line with Dublin City Council’s Development Plan. Future competitions that will be launched later this year will include sites without planning permission.
Assistant Chief Executive Mick Mulhern said market engagement has down a strong interest from private landowners, developers and contracts to assist in providing social and affordable homes. “We have listened to feedback provided to date and we believe we are now launching a procurement process that will secure delivery of new homes,” he said.
“It is expected that a shortlisting process will be undertaken in the coming months with the award of partnership agreements anticipated by the end of the year. Further details will be published through official procurement channels,” he said.
The initiative aims to accelerate housing delivery to 2030 with Dublin City Housing & Social Inclusion SPC Chair Cllr Deirdre Heney stating this initiative gives private developers and landowners an opportunity to work directly with the council to help deliver social and affordable housing. “We see this as an opportunity to get more homes built,” she said.
