Almost 500 cost-rental and social homes coming to Inchicore in 2028

Almost 500 cost-rental and social apartments are set to arrive in Inchicore in the first quarter of 2028, in the first phase of the An Droichead Órga development by Dublin City Council (DCC).
This phase of the regeneration scheme will incorporate 487 homes alongside a creche and library/community hub, and will be delivered by Elliot Building & Civil Engineering Ltd.
Construction for this tranche of works will begin in February 2026 – a few months behind schedule – and conclude in January 2028.
It is the first of two major contracts for the overall Strategic Development and Regeneration Area (SDRA) – one of 17 in the council’s city development plan – which will encompass 578 cost-rental and social homes.
An SDRA is an area identified by DCC for significant regeneration and redevelopment opportunities. Prominent examples include The Liberties and The Docklands.
The homes in An Droichead Órga will be primarily cost-rental, with 441 in this category, and the remaining 137 set to be social homes.
Out of the 587 units, 110 will be studio apartments, while 172 will be one-bedroom units. A further 250 will be two-bedroom, and 46 will have three bedrooms.
DCC said the development would conform to the “highest environmental and energy standards,” and be rated at ‘Nearly Zero Energy Building’ levels.
The overall scheme will contain a number of new community facilities when complete, including a new library/community hub, a creche, supermarket, café, retail units, and accessible play areas and activity spaces.
Residents will also enjoy access to private communal space within the residential courtyards, along with excellent transport links such as the Luas Red Line and several bus routes.
Ray McAdam, Dublin’s Lord Mayor, said the development was “the kind of ambitious, community-focused development that Dublin needs.”
"This project will not only deliver new homes but will also strengthen the social and cultural fabric of Inchicore,” he said.
DCC’s head of housing Mick Mulhern said: “This contract represents a significant step forward in delivering sustainable, affordable housing while supporting long-term regeneration in the area.”
Elliot Group CEO said the company had an experienced team, and would be using modern methods of construction to ensure the project is delivered on time.
"We are also going to ensure that we will leave a positive impact on the local community, through real partnership with DCC and the Inchicore Regeneration Consultative Forum,” he added.
