Garda Nicholas Keogh alleged bullying over heroin collusion claims at the Disclosures Tribunal in Dublin Castle on 14 October 2019. Judge Sean Ryan chaired the tribunal.
He told the tribunal that alleged collusion between gardaí and drug dealers in Athlone included claims that a senior drugs-unit officer helped a heroin dealer. The tribunal was examining whether questioning by his superiors about his use of the Pulse system and his handling of a source amounted to targeting or discrediting him.
Garda Assistant Commissioner Michael Finn investigated the bullying allegation concerning the Pulse entry and found the requests reasonable. Keogh said he did not accept anything from Finn’s investigation.
The tribunal also heard that the Director of Public Prosecutions investigated Keogh’s claims but concluded they fell short of the standard for prosecution because they were circumstantial.
