The Labour Court recommended against extending the administrative job evaluation scheme to Grade 7 staff and against upgrading seven General Managers at HSE. The recommendation was signed on 13 May 2019. Forsa had sought both changes, while HSE said the extension went beyond the existing agreement and it could not concede the claims. The Court said the agreement that restored the scheme in 2015 and 2016 did not establish a scheme for Grade 7 employees. It recommended that any changes to job evaluation be considered in national discussions. On the proposed upgrades, the Court noted the current Public Service Stability Agreement barred cost-increasing claims during its term and did not recommend the concession.
