The Labour Court recommended time-bound talks between the HSE, the Irish Dental Association and the Irish Municipal, Public and Civil Trade Union over a 2011 agreement for 26 senior promotional posts. The recommendation was signed on 10 November 2015. The unions said several posts remained vacant and sought compliance before further restructuring talks. The HSE argued that sector changes and business needs had superseded the agreement. The Court found that the agreement remained in place and that the HSE had not fully met its terms, but said the unions should engage with management over proposed changes. After the talks, either side may refer outstanding issues back to the Court.
