The Labour Court recommended that the Health Service Executive South and the Technical, Engineering and Electrical Union compare affected workers’ total earnings for the 12 months before and after changes to break-glass unit call-outs. The recommendation was signed on 9 November 2015. The union said transferring the work to contractors breached local procedures and caused financial loss. The HSE said emergency call-outs were unplanned and were not covered by the Public Services Agreements. If the comparison shows reduced earnings, the Court recommended that the HSE apply the agreed public-sector compensation terms of 1.5 times the actual annual loss.
