The Labour Court recommended that HSE Dublin North East (St Ita's Hospital) and PNA meet to agree a process for implementing staffing levels in the Mental Health and Intellectual Disability areas, to be completed within six weeks. The recommendation was signed on 10 June 2013. PNA said the employer had not kept staffing agreements and relied on overtime and retired staff, while the employer cited retirements, service-plan cuts, budget constraints and employment-control ceilings. HSE Management said local decision-making discretion could help replace additional hours and agency work with permanent staff to meet targets.
