The Labour Court recommended against conceding AHCPS and PSEU’s claim for restored pay progression at An Post, and recommended accepting the company’s PRIP and performance-rating proposals. The Court signed its recommendation on 5 June 2013. The unions sought retrospective personal progression and opposed proposed changes to performance incentives, ratings and pay ranges. The company said a pay freeze had been in place since 2008 and cited its financial circumstances. The Court’s acceptance of the PRIP proposal was conditional on the company implementing the income-protection scheme it had offered at conciliation; it also recommended retaining current annual pay-range reviews and pay ranges, and did not recommend conceding the company’s proposal on personal progression.
